Student-Level FAFSA Data Sharing: Policies By State

Through agreements with the Office of Federal Student Aid (FSA), states can access student-level data on FAFSA, or Free Application for Federal Student Aid, submissions, completions, and more. Nearly every state has signed an agreement to receive this data, and these agreements also permit states to pass this data along to districts, schools, and other approved organizations.

Despite this, states’ policies and practices for sharing this important information vary widely. Some states make the data easy to access while others have more red tape to navigate.

Having access to student-level FAFSA completion data can help districts, schools, and community organizations:

  • Drive FAFSA completion campaigns
  • Change postsecondary advising practices
  • Increase FAFSA completion rates
  • Better connect students with the financial aid that would make their postsecondary pathways more affordable

The National College Attainment Network (NCAN) conducted a review of available information to better understand each state’s policies and practices related to student-level FAFSA data sharing. This page serves as a resource documenting our findings. NCAN will continuously update this page as policies and practices change and develop and as more information becomes available. Alaska

Although Alaska has a statewide FAFSA Completion Initiative, NCAN's review of available information did not identify a process by which Alaska provisions FAFSA completion data. Our review did not identify either a public-facing FAFSA completion dashboard or a process for providing districts and schools with student-level FAFSA completion data. Data on Alaska's high school FAFSA completions is available through NCAN's FAFSA Tracker. Alabama Alabama's districts and schools can request access to student-level data through the FAFSA Completion Project. The fillable agreement form to access student-level data is easily accessible, as is the state's portal. The state also has a public-facing FAFSA Completion Dashboard. Arkansas NCAN's review of available information indicates Arkansas does not currently provision FAFSA completion data. Our review did not identify either a public-facing FAFSA completion dashboard or a process for providing districts and schools with student-level FAFSA completion data. Arizona Arizona's districts and schools can request access to student-level data through the FAFSA Finish Line initiative. The fillable agreement form to access student-level data is easily accessible, as is the state's portal. The state also has a public-facing FAFSA Completion Dashboard. California California provides a strong model of provisioning and presenting data on FAFSA completions. Districts and schools can request access to student-level data through the Race to Submit initiative. The fillable agreement to access student-level data is easily accessible, as is the state's portal. The state also has a public-facing FAFSA Completion Dashboard. Colorado Colorado's districts and schools can request access to student-level data through the FAFSA Completion Project. The fillable agreement form to access student-level data is located here, and the state's portal is here. The state also has a public-facing FAFSA Completion Dashboard. Connecticut Connecticut's districts and schools can request access to student-level data through the CT FAFSA Completion Challenge. The fillable agreement form to access student-level data is easily accessible, as is the state's portal. The state also has a public-facing FAFSA Completion Dashboard. Delaware Delaware's public and public charter schools can access student-level FAFSA completion data through the state. Districts and schools are sent a memorandum of understanding (MOU) from the state, which allows for access to this data. FAFSA completion data is released to practitioners approximately every two weeks. The state also has a public-facing FAFSA completion dashboard.
District of Columbia Washington D.C.'s public schools can request access to student-level data through the DC FAFSA Completion Initiative. The fillable agreement form to access student-level data is easily accessible, as is the state's portal. The state also has a public-facing FAFSA Tracker Dashboard. Florida The Florida Department of Education Office of Student Financial Assistance (OSFA) works with school districts to make student-level FAFSA completion data available to schools. This dataset shows, by name, which students have started a FAFSA, completed a FAFSA, or submitted a FAFSA with errors. Georgia Georgia's public districts and schools can access student-level FAFSA completion data through the STARS platform. There are also publicly-available FAFSA completion dashboards. Hawaii Hawaii provides student-level data on FAFSA completion to schools and districts through the state's Longitudinal Education Information (LEI) system. The state maintains a public-facing FAFSA completion dashboard. For more information, contact Theresa Sanchez ([email protected]).
Idaho Idaho's school counselors can request access to Counselor Suite Idaho where counselors can view student-level FAFSA data and data around several state initiatives like Direct Admissions, Apply Idaho, and state-managed scholarships. For more information on student-level FAFSA completion in Idaho, contact [email protected].
Illinois Illinois provides a great model of provisioning and presenting data on FAFSA completion. Districts and public schools can request access to student-level data through the state's portal. Indiana Indiana's districts and public schools can access student-level FAFSA completion data through the state's ScholarTrack platform. Students can log in and see their financial aid information, and high school counselors and other administrators can log in to see if there is an ISIR on file for a given student. Indiana has a public-facing FAFSA Completion Dashboard. Iowa Iowa's high schools automatically receive their FAFSA data upon annual completion of an electronic User Authorization Form. This form is sent electronically to each individual school counselor at the beginning of the school year. The state also has a public-facing FAFSA Completion Dashboard. Kansas NCAN's review of available information indicates that Kansas has a public-facing dashboard through their FAFSA Challenge. Our review also identified that there are only a few districts who currently have access to student-level data. The state is examining how to expand access to student-level data in approximately the next year. Kentucky Kentucky's districts and schools can request access to student-level data through the KY Goes to College Campaign. The fillable agreement to access student-level data is available through the state's portal. The state also has a public-facing FAFSA Completion Dashboard. Louisiana Louisiana's school systems can receive student-level data of those seniors who completed the FAFSA if the district has a FAFSA agreement with LOSFA. The assigned school system representative can request this data through www.osfa.la.gov/datarequest. Louisiana does have a public-facing dashboard through their LOFSA FAFSA Challenge. Maine Maine's districts and schools can request access to student-level data through the Financial Authority of Maine (FAME). Schools and districts can reach out to Mia Tappan at FAME to request access to student-level data through the state's portal. The state also has a public-facing FAFSA Completion Dashboard. Maryland Maryland's districts and schools can request access to student-level data through the FAFSA Completion Initiative. By completing the FAFSA Completion Initiative (FCI) Google Form and uploading all required forms, districts and schools can access student-level data through the state's portal. Our review did not identify a public-facing FAFSA completion dashboard for this state. Massachusetts Authorized users can access student-level FAFSA completion data through Massachusetts' Edwin Analytics system. Access to Edwin is determined on the school and district level by a directory administrator. Michigan Michigan's districts and schools can request access to student-level data through the College Cash Campaign. Minnesota Minnesota's districts and schools can request access to student-level data through the FAFSA Challenge initiative. Mississippi Mississippi's districts and schools can request access to student-level data through the MAAAP system. High school counselors can apply for a MAAAP account here. Missouri Missouri's districts and schools can request access to student-level data through the FAFSA Completion Project. Montana Montana provides student-level FAFSA completion data through the GEMS portal. The navigation guide for the GEMS portal is located here. Nebraska Nebraska provides student-level data on FAFSA completions to districts and schools. Counselors and administrators can request access to student-level data through the state's portal. Nevada NCAN's review of available information indicates Nevada does not currently provision FAFSA completion data. Our review did not identify a process for providing districts and schools with student-level FAFSA completion data. There is a statewide FAFSA completion dashboard. New Jersey New Jersey provides student-level FAFSA completion data to school districts via a fillable agreement form that can be submitted online. Data on New Jersey's high school FAFSA completions is available through NCNA's FAFSA Tracker and through the state's own dashboard and financial aid hub.
New Mexico New Mexico's districts and schools can request access to student-level data through the NM High School FAFSA Challenge Competition. Student-level data can be requested through a fillable form and accessed on the state's portal. The state also has a public-facing NM FAFSA Tracker dashboard. New York NCAN's review of available information indicates New York provides student-level FAFSA completion data to schools and districts. Counselors and administrators must fill out a data-sharing agreement form and Chief Authorizing Official (CAO) Designation Form to access student-level data for their schools. North Carolina North Carolina provides a strong model of provisioning and presenting data on FAFSA completions. Districts and schools can request access to student-level data through the First in FAFSA Challenge initiative. The fillable agreement form to access student-level data is easily accessible, as is the state's portal. The state also has a public-facing FAFSA Completion Dashboard. North Dakota North Dakota's districts and schools can request student-level through ND University System (NDUS) after filling out a data sharing agreement form. In addition, the state also provides a public-facing FAFSA Completion dashboard to showcase the percentage of high school who have successfully submitted FAFSA Application by district and school. Ohio Ohio's districts and schools can request access to student-level data through its FAFSA Completion Initiative. Student-level data can be requested through a fillable form and accessed on the state's portal. The state also has a public-facing FAFSA Data Service dashboard. Oklahoma Oklahoma's districts and schools can request access to student-level data through the The Oklahoma FAFSA Data Portal. Student-level data can be requested through a fillable form and accessed on the state's portal. The state also has a public-facing FAFSA Tracker dashboard. Oregon Oregon's districts and schools can request access to student-level data through the OR FAFSA Plus+ Program. Student-level data can be requested through a fillable form and accessed on the state's portal. Our review did not identify a public-facing FAFSA completion dashboard for this state. However, Oregon provides an end of year report on state-wide FAFSA Completion data. Pennsylvania Pennsylvania's districts and schools can request access to student-level data through a fillable form and accessed on the state's portal. Tennessee Tennessee provides FAFSA completion data through the Financial Aid System of Tennessee (FAST) portal. Texas Texas provides a strong model for presenting and provisioning data on FAFSA completions. Districts and schools can request access to student-level data through the ApplyTexas initiative. Through the state's portal, administrators and counselors can request authorization to access student-level data. The state also has a public-facing FAFSA Completion Dashboard. Utah Utah's districts and schools can request access to student-level data through the StepUp Utah initiative. Through the state's portal, administrators and counselors can request and access student-level data. The state also has a public-facing FAFSA Completion Dashboard. Vermont NCAN's review of available information indicates Vermont provides student-level FAFSA completion data to schools and districts through their state's portal. Our review did not find a public-facing FAFSA completion dashboard for this state. Virginia NCAN's review of available information indicates Virginia does not currently provision FAFSA completion data. Washington Washington's districts and schools can request access to student-level data through the Washington Student Achievement Council (WSAC). Through the state's WSAC portal, administrators and counselors can request and access student-level data. The state also has a public-facing FAFSA Completion Dashboard. West Virginia West Virginia's districts and schools can request student-level data through the West Virginia Higher Education Policy Commission Log In System. School counselors and principals receive a fillable data sharing agreement form to sign. The state also has a public-facing FAFSA Completion Dashboard. Wisconsin
Wisconsin's districts and schools can easily request access to student-level data by using a secure log-in link through the state's portal. The state currently relies on NCAN's FAFSA Tracker to track statewide FAFSA completion rates. Wyoming Although Wyoming has a statewide FAFSA Completion Initiative, NCAN's review of available information did not identify a process by which Wyoming provisions FAFSA completion data. Our review did identify a public-facing FAFSA completion dashboard but not a process for providing districts and schools with student-level FAFSA completion data.
